 Vinod Rai the just retired  CAG comptroller and auditor general of india ( Hope all know, man who brought 2G, Coal Gate scams into limelight )the man who has evolved this post into a honest public office from the actual system of governance just like TN Seshan evolved chief election commissioner post.What did I mean as actual system of governance? 

Any higher post that too bureaucratic post yields to highest power centre in a country - in a democratic government which is council of ministers including PM, worth reminding - the post to which appointment is made by that counci l- Though in our case CAG is appointed by the council of ministers but cannot be removed by it. 

  There are again, imagine what you have to face , intimidation from political parties , departmental actions if possible and authoritative people's resentments.   This is what i meant as actual system of governance compared to available system of governance. Our available system of governance is constitutionally CAG is highly immune from executive actions once appointed so as to carry his functions honestly.But in practice this purpose is not fulfilled.So I have called 'evolution of the office'.Remember he is attacking the highest power centre in the country , put yourself in his shoes and think.  

 The succeeded CAG is exposed to several conflict of interests rather is coming into the ring of suspicion.I do not want to go much about into this in this essay.   

Let us honor our CAG - Vinod Rai on his parting and give our applauds.
